Of course it is a hoax! Do you really think that if you had won $5 million, they would not pay it until you gave them money? Tell them to take it out of the $5 million and send along the $4,999,680. Shucks, be generous, tell them to take out an even $500 for their trouble! This is a probable e-mail equivalent of the 'advance fee' scam. Responding to it, answering it can be harmful to your health; unsupported and supported are stories of murders, missing people, and large losses of money when people responded and became drawn into the process with diologue, further communication or even travel to other countries to collect their winnings. People who are scammed are seldom willing to talk about it and to report it to proper authorities, because they feel so dumb when they stop sending money and figure out that they have just been taken. The distinction between the hoax and the scam blures, but scams tend to want you to part with money or value in exchange for something more valuable; on the other hand, the hoax may be just a prank, a trick, a deception for an effort from you to do something such as clutter up the bandwidth with the sending of the email message to everybody you know or who is in your address/contact file.
