I have had this issue with my 2002 and found that the condensation was running back through the firewall into the floorboard. the seal around the drain port is not doing its job. I resolved this by using a good sealant made by GOOP. You will need to completely seal around the drain port on the outside of the firewall as well as the inside. I did this by filling a small plastic tube approx. 2ft long with some of the sealant and then fishing it through the maze of steering components and applying air to the end of the tube to force it into the area around the drain port.
