It has been years since I kept tropical fish, but the symptoms you describe suggest a very bad infection. You should, AS SOON AS POSSIBLE, take the Beta to a good pet shop with knowledgable personnel to ask their opinions.

I really don't know what you are refering to. The gills are covered by the operculum which are boney plates often called the gill plates. There is no thin membrane that I know of.
