I'd say until your lip is fully healed, and the hole is closed. Better to be safe then sorry =)
It is best to give the old piercing 3 months to heal. You want it to be fully healed before you get it redone, because you dont want to add a problem onto another problem. In about 3 months, you should be good to go.
it depends what type of ear piercing you mean. for a lobe piercing it can take just a few seconds because its a gun. do not let them use a gun to pierce cartilage! a cartilage piercing can take a minute or two. i have 6 piercings so i speak from experience when i say most piercings are short and painless

For the actual piercing, about a second. Needles go through pretty quickly. Of course, they'll have to mark the spot where you want it, and maybe put on clamps. Cartilage piercings don't take long to mark out compared to daiths or rooks. The jewelery switch doesn't take long either.

Sure go for it. Just take good care of the piercing and make sure it doesn't get infected. If you see any signs of infection remove the piercing immediately.
