you have a bad brake light switch. that is located on the top end of the brake pedal.if you have 2 units conected to your brake pedal disconect the one that would only have an electrical conector going to it , the other should have an electrical conector and a hose that would be your cruise control(if equipped) don't touch that one. once you find it ,you'll see how easy it is to remove.
I have run into the same thing with this kind of car. On the steering column at the top they have a switch that will turn the running lights on or turn them off. check the switch you may have hit it and turn it on.
By the nature of the question I assume that you are referring to the tail lights and brake lights. My Explorer has four bulbs. Tail, brake turn and backup. They are all in separate compartments of the light assembly. So it could be that you have just burned out one bulb. If you are referring to the upper brake light in the rear window or at the top of the tailgate, same thing. One or more bulbs are burned out. I see people driving all the time with both lower lights burned out and the top working or visa versa.
My son had the same problem on his 1995 Monte Carlo. The brake light in rear window worked , as did the tail lights and emergency flasher but no brake lights came on when pushing the brake pedal. Anyway , the problem was in the turn signal switch. This involved taking the steering wheel and column apart , taking the airbag out ( careully ) and it was more than I wanted to handle. The mechanic charged 227.00 including part and labor. .

There are two filaments in the bulb that is used for taillights and brake lights. Make sure BOTH filaments are good before assuming that the bulb is not burned out. If, in fact, both filaments are good, next check the brake light switch. If it is good, check the turn signal switch that is in the steering column

You cannot actually turn off the lights while the car is driving or in any gear but park. If you would want to turn the lights off while you are parked for some reason, put the car in park, turn off the car completely, pull the emergency brake up, then restart the car. This overrides the headlights and they will stay off while the car is running-however, as soon as you release the emergency brake- the headlights turn back on.
