Possible bad switch on the brake pedal? When you push on the brake pedal, it activates a switch, that switch turns on your brake lights. If the bulbs and fuses are ok, check the switch with an ohmeter.

on some cars the tail lights and brake lights are totally different bulbs gain access to the bulbs and have someone push the brakes so that you can determine which bulbs are the brake lights and replace the tail lights

It would either be a bad wire in the circuit from the brake light switch on the brake pedal to the bulbs, OR the bulbs have 2 filaments in them and the one that comes on when you apply the brakes are worn out, OR someone put the wrong bulbs in(single filament). I would change the 2 bulbs first.
