Just took my Toyota Highlander in for this problem . They say that it is the temperature control device and ask $1000 to fix this problem. I am so disgusted. I hate going to dealers and I had hoped that Toyota would be different. So much for the quality that I thought I had. 2 things, does your compressor engage? If not you probably need your system charged, parts stores have easy to use systems for the DIYer and I mean easy! No tools necessary. Can you pop your hood? If your compressor engages you'll notice a decrease in engine RPM,s when you put the control to A/C and probably hear a click meaning the clutch engaged. If that's true there is a valve that shuts the door going to your heater core under the dash that may not be closing, some are vacuum some electric. You should hear this door operate when the A/C kicks in like when you turn on defrost you hear that door operate. There is always the fuse for the A/C also but I figure you've checked that. It could also be a loose nut behind the hot/cold air nob. Pull the nob straight off exposing the nut. I've had to tighten mine twice and I've only had the highlander since 2005. Try the simple stuff first. Then have a dealership diagnose before you waste any money on parts you don't need.
