If you have full coverage on your car, then your insurance should pay. But if all you have is liability insurance, then no, it won't pay to fix your car. But there is a chance that your uninsured motorists coverage will pay for the damages, if you have it.
It is a 'hit and run'. Go to the base PMO (MP's) and file a claim with them. This will help when you file your insurance.
That IS what you carry insurance for. Contact the police to fill out a report, then turn it in to your insurance. If this is your first claim, it shouldn't affect your rates. If it's NOT he first claim, you might want to consider off-street parking.

It all depends. Both you and the car that is double parked are responsible. when you do hit a car that is double parked, and the person is not at his/her car, make sure you leave a note saying that you hit his/her car. why leave a note? ITS AGAINST THE LAW TO LEAVE A CRIME SCENE!!!!!!!!!!!

You would need to have Collision and or Uninsured Motorist Property Damage coverage for the vehicle in order for the insurance company to pay. You may also have to make a report to the business that owns and maintains the parking lot.
Leave a polite note on a scrap paper appologizing.
You should leave a note with your name, number, license number and insurance policy number and information. You may have been caught on camera so you shouldn't assume you will get away with it.

You are at fault! Unless you know who did it to your car. You will need to pay a insurance excess, unless you know who did it (License Plate). If you look at the Terms and Conditions when you enter the Mall/Car Park/Grocery Store you will note "Cars parked in this carpark is left here at your own risk, We will not take any responsibility for your car when it is left in the carpark" or something along the lines of that
