If your dog it too rough there are a few ways you can stop this. If she ever hurts you, let out a loud yelp. This is what dogs do when they are hurt while playing with each other. She will get the point and play nicer. Whenever she is too rough stop playing with her. Get up and go in another room. Sooner or later the dog with figure out what it is doing wrong and change its behavior.

It is a show of dominance. The alpha dog will "pin" the lower ranking dog by the neck to show the pack order. Typically it is done in play. If there is aggression then there is a possible fight for status in the pack order. Either the dog has injured it's paws or it has gotten into something bloody. Sometimes a dogs paws will bleed if their nails are ground too short and the quick is exposed.
