To get a Florida birth certificate (or a birth certificate in any other state, for that matter), the child had to have been born in Florida.
Putting a father's name on the birth certificate does not make him legally the father if you are not married to him. You can put his name on the birth certificate, but realize that it has no legal impact. In order to have paternity established, it has to be done with a court order.

I was wondering the same thing myself. I was told long ago that it wasn't neccessary for both parents names to be on her birth certificate. Now I can't add her to my health insurance because I didn't sign her birth certificate!
YOu have to contact the Office of vital statistics in the state where the birth certificate was issued. Depending on the error they will tell you what to do. I had a similar situation in which my husbands date of birth was wrong on our daughters birth certificate. We had to get a certified copy of my husband's birth certificate and then I had to write a letter asking for the change and it had to be notarized! It was a pain but those are the hoops we jumped through. Hope this helps!

He would have all of the rights that a biological father has. If he was not the biological father, then his name should not have been put on the birth certificate in the first place, unless he adopted her and the birth certificate was changed.

Well if he is the father regardless of birth certificate, and he can prove it through paternity he will have some rights. It would be a long court battle. Check with your local laws just to be sure.
