I would check to see if the bulbs are loose or even if wires are loose. Check the grounds to see if they are good, and be sure that there are no exposed wires, this could cause a short if they touch anything. Next, check your fuse panels. If the fuse is bad the lights should stay off but I have been surprised by stupid stuff before.
Be sure that your car does not have a feature that allows the car to determine how light it is outside. Modern cars have features that enable to the car to automatically turn on the lights when it is dark. The car can also turn off its lights when it gets light outside.
I think you mean, "Why do my headlights turn of while I'm driving" There might be an issue with your fuses or eletrical system.

I had a problem with my headlights going off, not the high beams. Replaced the rectangular silver can thingy at the fuse panel under the dash on the drivers side. I put a higher rated one in, which is a no no, but it solved the problem of the headlights going out.

You cannot actually turn off the lights while the car is driving or in any gear but park. If you would want to turn the lights off while you are parked for some reason, put the car in park, turn off the car completely, pull the emergency brake up, then restart the car. This overrides the headlights and they will stay off while the car is running-however, as soon as you release the emergency brake- the headlights turn back on.
you may have the "sentinel" on which is where lights automatically come on at night, if they go off under lighted areas that would be why
one click of the parking brake should turn off the lights, don't recomend driving though
