Yes Stalin was a dictator.

After the revolution the USSR was a democratic communist state but the elite took control of the state and it became another oligarchy like any other. The first dictator of communist Russia was Lenin but when he died Starlin took over. Stalin was an imperialist as well as a dictator which is against the ideology of communism.

For this reason communists distance their views from those of Stalin as he only used communist Propaganda to remain as head of state.

However it can be argued that Stalin was not entirely a dictator as he was unable to gain complete power in the USSR. He was never technically head of government and he could still be removed by legal means if anyone challenged the regime. This almost occurred in 1934 just before the Kirov Affair, with Kirov seeming to be a realistic candidate to take the post of general secretary from Stalin.

There was also brutal opposition to many of his policies including collectivisation and his attacks on the church, and in the later case he even abandoned his policy against the church during the second world war to further patriotism. He was unable to gain full control.

A "dictator" is a ruler who has or exercises, sometimes oppressively, absolute autocratic control over someone or something.

At first, Stalin was not a dictator at first, but over years he gained such power that he became one. He was a dictator because he imposed his will on the government of the USSR whether it went against Soviet law or its Constitution. He imposed his will over the intelligentsia of the country making them write books, music, poetry, news articles and the like that either did not criticize him or supported his goals. He ordered deaths, exiles and imprisonments of various people without refard to Soviet law or even if they had done nothing wrong except be related to or be a friend of someone whom he deemed counter-revolutionary. The list of ways goes on and on.

Stalin was more of a dictator than Tsar Nicholas II.

Stalin was able to impose his personal will on the government of the Soviet Union by moving men who did his bidding into the Politburo of the Communist Party and into the secret political police forces. He put the fear of arbitrary and capricious punishment into people to make certain no one criticized him or tried to undermine his authority and position.

No, he was nominally socialist or communist, but not fascist.

Fascism refers to the ideology of a particular political party, led by Benito Mussolini who held power in Italy in the 1930's and early 1940's.

more broadly, fascism is used to denote far right, authoritarian political ideals

He killed off many of his opponents and people who didn't support him or like his ideas so he was a tyrant because the people lived in fear.

He gained a role in politics at 1924, but he slowly fazed others out until he was the only one left. He gained full power sometime between 1928 and 1932. His reign ended at his death in 1953.
