The Statute of Kilkenny enacted by the Irish Parliament convened there lists the "obedient" (English-controlled) lands and forbids alliances or intermarriage between English and Irish (see 1318). Edward III's son Lionel of Antwerp, duke of Clarence, was married at age 4 to the daughter and heiress of the late William de Burgh, earl of Ulster, he has been viceroy since 1361, and he has pushed through the measure (see 1368). People living outside Carlow, Dublin, Kildare, Kilkenny, Louth, Meath, Tipperary, Trim, Waterford, and Wexford are considered "beyond the Pale," enemies who hold their lands only by usurpation, but the English fear such people and often make almost regular payments to keep them from making raids (see rebellion, 1394).
