Plot
A thief finds one of his best friends is in jeopardy when a disastrous robbery turns out to yield the score of a lifetime in this action thriller. Jack Tolliver (Wesley Snipes) is a former Delta Force commando who has jumped to the wrong side of the law to take part in a massive heist intended to carry off the winnings of several major London casinos. However, the robbery goes haywire and one of Tolliver's partners is taken hostage by handful of brutal Russian gangsters. It seems the gangsters want something that Tolliver mistakenly grabbed during the foiled heist -- a case containing a rare painting by Van Gogh worth millions -- and Tolliver is forced to team up with rival Kelly Anders (Tamzin Outhwaite) to save both his friend and himself. ~ Mark Deming, RoviCast

7 Seconds is a 2005 American action film, starring Wesley Snipes and Tamzin Outhwaite. The film was directed by Simon Fellows and written by Martin Wheeler and was filmed in Bucharest, Romania. It was released Direct-to-DVD on June 28, 2005. The title refers to the timers at the beginning of the film, which are set at 00:07 (7 seconds).

Plot
After professional thief Jack Tulliver and his crew pull off a meticulously planned armored car heist, they are ambushed in Bucharest by a group of Romanian racketeers. This rogue group, tipped off to the heist by an unknown turncoat, kills Tulliver's associate Bull and most of his crew. Tulliver escapes with a mysterious sealed case that was the most valuable part of the stolen loot. After car-jacking Sgt. Kelly Anders' car, he makes a getaway through Bucharest, but leaves Anders under the suspicion of her fellow officers. Meanwhile, Tulliver tries to save a team member who has been captured by Alexie Kutchinov, a sadistic Russian millionaire gangster in charge of the Romanian racketeers that ambushed Tulliver. Jack and Sgt. Anders are saved by Bull's brother Mikail Mercea, a Romanian mobster who shoots Alexie to avenge his brother's death. Ultimately, the content of the case is revealed, and we come to know why it is in such high demand.

Response
Despite action star Wesley Snipes heading the film, 7 Seconds was a failure in the DVD market and received bad reviews, described as "drivel"[1] with "sloppy screenwriting".[2]
