This depends greatly on the particular school or organization. Often times, it is up to the instructor who trained the student, and awarded them the 4th Dan rank.

Although the requirements, training and certification to be an Instructor is different than rank requirements, the beginner Black Belts are often the first level where Instructorship certification is made available. 1st through 3rd Degree Black Belts are usually going through the process of becoming an assistant instructor to a fully certified Instructor. These levels are typically responsible for teaching the color belt curriculum to students.

The 4th Dan is sometimes referred to as a "Master" (sometimes Jr. Master or Associate Master with the full Master level at 5th Dan or higher), and this is the Senior Instructor in a school who teaches the other Black Belts. Although some Black Belts run their own schools at 3rd Dan and below, opening your own Dojang (school) is a privilege generally reserved for the 4th Dan or above. It is acceptable for 1st through 3rd Dan certified Instructors to run clubs and feeder programs that are an off-shoot from the main school run by a Master, and these programs should be under close supervision of the Master.

At the Kukkiwon (World Taekwondo Headquarters) in Seoul, Korea, an instructor must be at least a 4th Dan (Kukkiwon certified) in order to recommend other Black Belts for a Dan rank, and to be allowed to put their own name on color belt certificates for promotion of students under Black Belt. Many Instructors do these things without proper authority, but the quality and accuracy of Instruction should be brought into question.

Certification as a Taekwondo instructor is separate from rank certification, although a minimum rank and experience in assisting instruction is usually required. Instructor training and certification is available through major Taekwondo independent organizations such as the International Taekwondo Federation (ITF) or American Taekwondo Association (ATA), as well as those directly linked to the original Kwans of Taekwondo's foundation such as the U.S. Chung Do Kwan Association (USCDKA). Since Taekwondo is a Korean Martial Art, the obvious authority for providing instructor training and certification comes from the Korean National Academy and World Taekwondo Headquarters at the Kukkiwon in Seoul, South Korea. http://www.kukkiwon.or.kr/english/index.jsp Depending on where you live, most governmental jurisdictions do not have laws regulating Martial Art instruction, therefore instructor training, certification, a Black Belt rank, or even any Martial Art experience at all is not required to open a school. This is an unfortunate shame, and borders on fraudulent practices. It can also be dangerous to students who are instructed poorly. The practice of unauthorized and uncertified instruction is viewed by most experts in Taekwondo as being unethical and improper conduct.

There is a difference between being a teacher of something, and being a certified instructor. In Taekwondo, many high ranking students help teach, but are merely on an instructorship program to learn how to teach, and are not yet certified. Each Taekwondo organization has different rules and requirements for what it takes to become an instructor. Technically, instructor certification is separate from rank promotions, although it is generally a stipulation that a student must obtain a minimum rank before being permitted to teach.

While anyone can open a school in many countries (except Korea), and claim to be a teacher without proper training or credentials, any legitimate school of Taekwondo would follow the guidelines set forth by either the Kukkiwon in Korea, or a major International governing body for Taekwondo instruction.

High color belt grades such as 3rd geup, 2nd geup, and 1st geup, are often considered senior students, or "class leaders" and may help guide students in various activities during a class, under the direct supervision of a certified instructor. They lead exercises, and make corrections on techniques that have already been taught to the student by a certified Instructor (Gyosanim). The certified title of "Assistant Instructor" (Jokyonim), is usually required to be at least a 1st Dan Black Belt, however some schools grant titles of assistant instructor to the brown or red belts.

A fully certified Instructor is one who can lead a class from start to finish, and is typically a 2nd Dan or higher, although some schools allow 1st Dan to teach classes solo. A senior instructor is usually 3rd Dan and above, and is highest ranking instructor in a particular Dojang (school). A school owner is typically referred to as a "sabeomnim" ("Sabeom" with the honorific "nim" for respect from a junior). Ultimately, it is up to the Sabeomnim as to who may teach in his/her school, but there are often association guidelines to be met, and can be read about through the organizations official guide book or syllabus.
