I believe that the term "With accordance..." is not necessarily a correct phrase. When referring to accordance, one is not with accordance, one would be in accordance. Thus, the term "In accordance..." would be a better phrase to use.

For example: "In accordance with the treaty of Versailles..."

We say "in accordance with" or "according to" in slightly different circumstances. According to makes a reference to a source of information, while in accordance with explains an action in reference to an authority.

For example:

"According to the rules, this person should be fired."

"In accordance with the rules, they fired him."

The answer will depend on "in accordance" to WHAT?

Accordance is another way of saying 'go with' or 'link', so you could say for example:

In accordance with the previous document, we should take this initiative.

The government is ruled in accordance with the dominant religion in a theocracy.
