Born in Moscow, Russia (then the Soviet Union), Miller made aliyah to Israel on January 29, 1992. He gained a BA in education with a specialization in electronics.
For the 2006 Knesset elections he was placed tenth on the Yisrael Beiteinu list,[1] and became a Knesset member when the party won 11 seats. During his first term he chaired the subcommittee for alternative energy sources.[2]
Moved down to fifteenth on the party's list for the 2009 elections,[3] Miller barely retained his seat as Yisrael Beitenu won 15 seats.
Miller currently lives in the Israeli settlement of Ariel and is married with one child.[2]
