The child of a member, typically a career office or enlisted person, of the U.S. Army.
Oxford Dictionary of the US Military:

army brat
The child of a soldier raised in a military environment. Army brats are traditionally characterized as “precocious, ubiquitous, underfoot, and insubordinate.” The equivalent Navy term is “navy junior.”
