Berliner Kongress
Berliner Kongress, the international congress called by Bismarck in 1878 to settle by negotiation the Russo-Turkish War and the tensions created by the Balkan situation. Bismarck coined for his role as intermediary and arbitrator the phrase ‘ehrlicher Makler’.
