History
In February 2000, the Commission on Strategic Development proposed to then Chief Executive Tung Chee Hwa the idea of "Brand Hong Kong" and the creation of a cross-departmental strategic group. The group conducted opinion surveys across the world. The government paid HK$9 million to American design consultancy Landor Associates to create the logo.
Landor Associates started design work in June 2000. The final five designs were chosen out of hundreds by Tung Chee Hwa, then Chief Secretary Anson Chan and then Financial Secretary Donald Tsang and other high-ranking government officials. 600 Hong Kong citizens were then polled and tests were conducted in North America, Australia and Europe for the final selection.
Parody
It was parodied by anti-Tung Chee Hwa legislators who changed the characters to "倒董". (anti-Tung) It was also parodied by pro-democracy legislators who changed the characters to "普選" (universal suffrage) in 2005, in the form of a Phoenix.
