California's 9th congressional district covers a significant portion of the East Bay portion of the San Francisco Bay Area. It includes the cities of Oakland, Piedmont and Berkeley, among others. The district has been represented in the United States House of Representatives by Democrat Barbara Lee since 1998. Prior to Lee, the district had been represented by Ron Dellums for 27 years, from 1971-1998.

Voting

The district is highly racially diverse and heavily left-leaning, typically voting for Democratic candidates. The district has a Cook Partisan Voting Index score of D+38, making it California's most partisan and most Democratic district in 2000-2004.

John Kerry won the district in 2004 with 85.9% of the vote. Barack Obama swept the district in 2008 with 88.13% of the vote while John McCain received 9.87% of the vote, making it Obama's best and McCain's worst performance in California.
