France at the time was under great pressure: a coalition army headed by Austria had succesfully invaded France and sought to crush the revolution and re-instate King Louis… XVI, and several parts of France itself (prominently, the Vendée region) were rife with Royalist supporters, and rising up against the revolutionary Government in Paris. As a result, anyone vaguely suspected of Royalist leanings was seen as a danger and a threat to the Revolution and its Parliament allowed a group of its fanatical members under the (informal) leadership of Maximilien Robbespierre to weed out any and all 'traitors to the revolution'. The result was mass murder, in Paris but even much more in the Vendée and the rest of France. The Committee of Public Safety was itself only dismantled and its members put under the guillotine themselves when Robbespierre was foolish enough to threaten Parliament that he would 'expose' many of its members and have them executed.
