concilium plēbis (also known as the comitia tributa), at Rome, the meeting of the plebeians by tribes, under the presidency of their tribunes, instituted around the mid-fifth century BC. Patricians were excluded from the meetings. Its resolutions, plēbi scita, were recognized as binding on patricians and plebeians alike after 287 BC. It elected the tribunes and (plebeian) aediles.
