| US Military Dictionary: Congressional Medal of Honor |
A gold medal occasionally awarded by Congress for exceptional achievement not involving armed combat. Often confused with the Medal of Honor, a military decoration, the Congressional Medal of Honor may be awarded to any U.S. citizen.
