Wikipedia:

creole elites

The creole elites were inhabitants of the colonies established by Spain and Portugal in Iberian Peninsula.[1] They were descendants of the European settlers in these colonies, and usually occupied the higher classes. They were involved in tensions with the penninsulares, or colonists born in either Spain or Portugal.
