Deutsch is the German language word for German (adjective). Deutsche are Germans, while [eine] Deutsche/[ein] Deutscher is [a] German (female and male forms, respectively). Etymologically, the word originates from the Old High German word diutisc (from diot "people"), referring to the Germanic "language of the people" as opposed to Latin, the language of the learned (see also theodiscus).
