The football competition at the 1964 Summer Olympics started on October 11 and ended on October 23. Only one event, the men's tournament, was contested. 16 teams were divided into 4 groups:
- Group A (Unified Team of Germany (which was de facto East Germany), Romania, Mexico, Iran)
- Group B (Hungary, Yugoslavia, Morocco, Korea D.P.R.)
- Group C (Czechoslovakia, United Arab Republic Egypt, Brazil, Korea Rep.)
- Group D (Japan, Ghana, Argentina, Italy)
Two best teams of each group competed in the quarter-finals.
But Italy and Korea D.P.R. withdrew: Italy because their team was not amateur, and North Korea because some Koreans were prevented from playing.
The football tournament was held in seven venues:
- Olympic Stadium, Tokyo (Shinjuku, Tokyo)
- Chichibunomiya rugby stadium (Shinjuku, Tokyo)
- Komazawa Stadium (Setagaya, Tokyo)
- Mitsuzawa Stadium (Kanagawa-ku, Yokohama)
- Omiya Park Soccer Stadium (Omiya, Saitama)
- Nishikyogoku Athletic Stadium (Ukyo-ku, Kyoto)
- Nagai Stadium (Higashisumiyoshi-ku, Osaka)
