The football competition at the 1964 Summer Olympics started on October 11 and ended on October 23. Only one event, the men's tournament, was contested. 16 teams were divided into 4 groups:

Two best teams of each group competed in the quarter-finals.

But Italy and Korea D.P.R. withdrew: Italy because their team was not amateur, and North Korea because some Koreans were prevented from playing.
