Frank E. Lucas (August 4, 1876 – November 26, 1948) was an American politician who served as the governor of Wyoming from 1924 until 1925. He was a Republican. He was born in Grant City, Missouri.
Upon the death of Governor William B. Ross in 1924, Lucas, then serving as Secretary of State of Wyoming, was next in line of succession. He served until January, 1925, when the election of November 1924 put Ross' widow, Democrat Nellie Tayloe Ross, in power, the first woman governor in the history of the United States. She was joined a few weeks later by Miriam Ferguson, a Texas Democrat who served in her state's top executive office from 1925–1927 and again from 1933–1935.
