Life
Todd was born Hallie J. Eckstein in Los Angeles, California, the daughter of producer George Eckstein and actress Ann Morgan Guilbert. She has a sister Nora Eckstein (acting teacher).
Todd is married to Glenn Withrow. They have a daughter, Ivy Withrow.
Career
Todd played a homeless character, “The Kid,” on a Christmas episode of the sitcom, Growing Pains. She played Penny Waters, the daughter of fictional former football player Joe Waters on the Showtime comedy series Brothers. Then she played Lal, Data’s “daughter,” in the Star Trek: The Next Generation episode “The Offspring”, Blanche’s niece, Lucy, in The Golden Girls episode “Nice and Easy," the mom in the Disney Channel original movie The Ultimate Christmas Present, Hilda and Zelda’s cousin Marigold (Amanda’s mother) on Sabrina, the Teenage Witch and Lizzie’s mother Jo McGuire in the series Lizzie McGuire. Todd appears frequently on VH1 providing comedic commentary. She also starred in numerous Murder, She Wrote episodes.
She will appear in a starring role in the film The Mooring, which she co-wrote with her husband and daughter, in July 2009. [1].
Todd is the co-founder of In House Media[2], a full service media company, In House Media Film Partners[3], a film production company, and Hallie Todd Studios[4], an acting conservatory devoted to training young actors[5].

Todd has recently authored two books Being Young Actors and Parenting The Young Actor. Both are available on Amazon.com and Lulu.com.
