Hartwell is a city in Hart County, Georgia, United States. The population was 4,188 at the 2000 census. The city is the county seat of Hart County[3].

Geography

Hartwell is located at 34°21′10″N 82°55′52″W / 34.35278°N 82.93111°W / 34.35278; -82.93111 (34.352738, -82.931161)[4]. It sits upon the southern border of Lake Hartwell. Lake Hartwell was named for the city of Hartwell.

According to the United States Census Bureau, the city has a total area of 4.6 square miles (12.0 km²), all of it land. Hartwell is part of the Upland South region.

Demographics

As of the census[1] of 2000, there were 4,188 people, 1,760 households, and 1,073 families residing in the city. The population density was 904.9 people per square mile (349.2/km²). There were 1,950 housing units at an average density of 421.3/sq mi (162.6/km²). The racial makeup of the city was 63.42% White, 34.86% African American, 0.07% Native American, 0.62% Asian, 0.02% Pacific Islander, 0.33% from other races, and 0.67% from two or more races. Hispanic or Latino of any race were 1.00% of the population.

There were 1,760 households out of which 24.0% had children under the age of 18 living with them, 38.5% were married couples living together, 19.1% had a female householder with no husband present, and 39.0% were non-families. 36.7% of all households were made up of individuals and 20.0% had someone living alone who was 65 years of age or older. The average household size was 2.22 and the average family size was 2.90.

In the city the population was spread out with 21.7% under the age of 18, 7.7% from 18 to 24, 24.1% from 25 to 44, 21.9% from 45 to 64, and 24.6% who were 65 years of age or older. The median age was 42 years. For every 100 females there were 78.7 males. For every 100 females age 18 and over, there were 70.6 males.

The median income for a household in the city was $26,411, and the median income for a family was $34,560. Males had a median income of $28,512 versus $24,107 for females. The per capita income for the city was $14,745. About 16.1% of families and 23.7% of the population were below the poverty line, including 27.4% of those under age 18 and 26.1% of those age 65 or over.

Hartwell is located in the humid subtropical climate zone of the Southeastern United States. Hartwell is located in the Piedmont Plateau region along the eastern side of the Appalachian Mountains. Due to some of the highest of elevations in the Appalachians being between Hartwell and Canada, this allows for slightly warmer conditions than areas further south such as Atlanta. One exception to this rule is called the "wedge" or Cold air damming. This is due to a large high pressure system in eastern Canada driving colder drier air down against the eastern side of the Appalachian Mountain range. When this phenomenon is joined by gulf moisture, it frequently causes ice storm or freezing rain in the region. Hartwell averages 51.96 inches of precipitation annually. The average snowfall is 2 inches, although more can fall, it is just as likely to have no measurable snowfall in any given year. The Storm of the Century (1993) brought 6 inches of snow to the area.
