Political Dictionary: H. R. Droop

(c.1831-84) English lawyer and advocate of proportional representation. Modified earlier suggestions as to the correct quota which should entitle a party to one seat in a multiseat district. Where v votes have been cast in an n-member district, the Droop quota is v/(n + 1), usually rounded up to the next integer. Used in single transferable vote.

Henry Richmond Droop (1831 – March 21, 1884) was an English mathematician. He is widely credited with devising the Droop quota, that is used today in the common voting system known as the Single Transferable Vote. He also may have been the first to write down what later became known as Duverger's Law, in 1869.
