Highway 138 is a provincial highway in eastern Ontario which extends in a north-south direction from Highway 417 east of Casselman to the former Highway 2 in Cornwall, connecting with Highway 401 as Brookdale Avenue. Highway 138 connects to the Seaway International Bridge, connecting Cornwall with Massena, New York. The highway is 38 km in length.
The speed limits have been recently reduced in several areas of Highway 138 due to the abundance of deer in the area.
