Hold-ups

Wikipedia: Hold-ups

Hold-ups or Stay-ups (also referred to as Thigh Highs in the USA) are stockings with a band of silicone and elastic sewn to the top. This ensures that the stockings stay in place when worn. With hold-ups the wearer doesn't need a garter belt and doesn't show suspender bumps through skirts or dresses.

Sometimes considered superior to conventional tights in terms of hygiene (in terms of reducing excessive microbial growth around the groin due to humidity and warmth) and retention of the classic popular "stocking top" line.

They do have drawbacks in colder weather due to exposed skin that would normally be covered with tights.
