Idaho Falls, ID city council meeting notes February 1976: TBDFest Productions (E. Swillhart, D. ??), Hullabaloo music/arts festival (tentatively titled "The Great Hullabaloo"), scheduled for June 5, 1976 to be held in Russ Freeman Park. Originally proposed by the Chamber of Commerce, presided over by Lester Kiel, the festival was supposed to celebrate the Bicentennial, bring in tourism dollars and reduce tensions among the local unions by rallying around the joint project. There is dispute as to why the festival never occurred, but not disputed is that on the date the festival was scheduled the Teton Dam storage reservoir failed releasing billions of gallons of water.
