Two murders, one in Brooklyn and one in Manhattan, have both apparently been committed by a mentally retarded person. The established rules of jurisdiction governing the two boroughs -- and heated arguments amongst the investigating detectives over interrogation techniques -- make it difficult to exchange evidence and expedite a prosecution.
