US Military Dictionary:

Lewis Blaine Hershey

Hershey, Lewis Blaine (1893-1977) general of the army and director of the selective service system, born in Steuben County, Indiana. Hershey was director of the selective service system from World War II, when more than 10 million men were drafted, until the Vietnam War, when he became the target of those who opposed the war and was removed from office by President Richard M. Nixon in 1969. He refused to retire on his own and was involuntarily retired from the army in 1973, having served for more than sixty-two years.

Hershey was the only four-star general to reach that rank without ever having served in a combat role.
