This is a list of community council areas established in each of the council areas of Scotland.
Scottish community councils date from 1976, when they were established by district council and islands council schemes created under the Local Government (Scotland) Act 1973. The same act had established a two-tier system of local government in Scotland consisting of regional and district councils, except for the islands councils, which were created as unitary local authorities. The Local Government etc (Scotland) Act 1994 abolished regional and district councils and transferred responsibility for community council schemes to new unitary councils created by the same act.

Highland
The Highland council area is covered by eight separate community council schemes, with each scheme covering the area of a former district of the Highland region.[22]
Five of the schemes predate the creation of the unitary Highland Council. They were created by predecessor district councils and have since been adopted the Highland Council.
The areas described in the schemes do not correspond, however, with information published on a Highland Council website.[23] In many cases this will be because community councils have changed their own names. Also, however, it seems that the local authority is using new boundaries without having properly amended schemes, and has neglected to amend one scheme, for the area of the former district of Sutherland and dating from 1976, to take account of the transfer of part of the district of Caithness to the district of Sutherland, so that the schemes now fail (March 2009) to cover the whole of the local authority area.
Given that the local authority's website information does not agree with scheme details, and the failure of the schemes to cover the whole of the local authority area, there must be some doubt as to whether the bodies the Highland Council now represents (March 2009) as community councils are such within the meaning of the legislation (the Local Government (Scotland) Act 1973 and the Local Government etc (Scotland) Act 1994) under which the schemes were created.
In a Highland Council concordat with community councils dated November 2001,[24] the total number of community council areas is given as 152, and the former districts have become areas used in a decentralised Highland Council management scheme developed in 1996, the same year that the statutory districts were abolished. Although that decentralisation scheme was compromised by changes to ward boundaries in 1999 and was effectively scrapped when new wards and local authority management structures were introduced in 2007, the local authority seems to regard the concordat as having ongoing currency.

Badenoch and Strathspey
According to the former district council's Scheme for the Establishment of Community Councils, February 1979[22], the area of the former district of Badenoch and Strathspey is covered by 11 community council areas, numbered and described as below:

This Caithness scheme postdates transfer of part of the district of Caithness to the district of Sutherland and therefore it does not cover the whole extent of the Caithness district prior to the transfer.
