Main characters
Cory Baxter
Cory Baxter (Kyle Massey), is a teenager who lives at the White House. Cory lives with his dad Victor Baxter and is best friends with Newt Livingston, and Meena Paroom, on whom he had a crush. But later admitted that he and Meena were just friends and said "Being friends feels, just right". Cory often is irritated with the President's daughter Sophie Martinez, because of her two-facedness, and also with Candy Smiles, as she keeps calling him "C-Bear". He usually looks to his dad for advice. Cory occasionally cooks up various "get-rich-quick" schemes, all of which end badly. He plays the drums and has a great sense of rhythm, which is why he is part of the band DC3 founded by Newt, Cory, and Meena. His catchphrases in this series are "Coming Daddy!","You Know How I Do.","Dang!” and "Daddy No!". Cory is similar to his big sister Raven Baxter (from "That's So Raven"), and they both are always getting into some crazy situation, but in the end they find a way out of it.When he was much younger he played the same role in thats so raven.
Newt Livingston III
Newton "Newt" Livingston III (Jason Dolley) is the son of a senator and the Chief Justice, he is the best friend of Meena Paroom and Cory Baxter. He is a bit clueless and he loves rock and roll. He also has some similar characteristics as Raven's friend Chelsea Daniels, and Cory's friend Larry. He loves to say, "Awesome!" at something that is not really 'awesome', like when the school students were getting flu shots. Somehow, he is not smart enough to figure out obvious things, yet he has the knowledge to solve confusing things. He plays the guitar (his favorite being a Squier Stratocaster), and is part of DC3. He also knows about Cory's crush on Meena. He appears to use jeans and chains whenever he is not in any particular costume. He is funny and immature. Sophie once had a crush on him. He is like Chelsea because he doesn't really notice the obvious and is really friendly. He supposedly has the "Livingston Curse" meaning that whenever he runs for something (mainly student body president) it's impossible to lose. He also hates the idea of running for student body president, as he doesn't think he'll make a good leader, and it would totally throw off his care free life style, despite his parent's wanting him to. Even worse is that if he did run for student body president he says he would win even though he wouldn't try thanks to "the Livingston Curse" a curse meaning that a Livingston will win no matter what(though many people would take that as a blessing). Between his parents, his fear of leadership, and the Livingston Curse, Newt has been forced (though he enjoys it) to make up excuses for his parents as to why he can't run for student body president, naming the day of the year he makes them up "Excuse Day". His latest excuse was to fake having been attacked by a porcupine, rigging his shirt to shoot water out of holes when he drank water. It didn't work as his father had been attacked by a porcupine, and to Newt's "surprise" the water shooting thing didn't really happen. His guitar is a Cherry Flaming Red Fender that is tuned for rock 'n roll.
Meena Paroom
Meena Paroom (Maiara Walsh) is the daughter of the Bahavian[1] ambassador, a fictional country containing cultural elements of India, Turkmenistan, Uzbekistan, Tajikistan, and Kyrgyzstan and very similar to Bolivia. She likes to wear American clothing and to listen to rock music, which her father frowns upon. Jason Stickler, the son of the head of the CIA, is obsessed with her to the point of spying on her constantly. Meena's father is very disapproving of Cory and Newt. In Ain't Miss Bahavian he once banned her from being near them because he believed that they had hypnotized her to disrespect their country. Her father later decided to let them still be friends after Meena came clean about the secrets she had been keeping. It's obvious that Cory has a crush on her, and he thinks she will like him back if he does nice things for her; however Meena sees them as just friends. Cory has been seen now to think of them just as friends as well. She has two different crushes in some different episodes, them being Craig Berkowitz and Nanoosh. Meena is similar to Eddie (from That's So Raven). They both have a love for music, and are the only gender of their group of three. According to Maiara Walsh, her Bahavian accent is a mix of Brazilian and Arabic. In one episode, it is revealed that she was taught to hate Dubinians because of an 800-year-old misunderstanding, but in the end, she forgave and forgot.
Sophie Martinez
Sophie Martinez (Madison Pettis) is the daughter of President Martinez.
She is known as "America's Angel" to which she responds with "That's what they call me!" She is first seen as cute and precious, but later we see her as clever, sneaky, and conniving. She likes to bother Cory and drags him into doing things he really doesn't want to do like dress up, tea parties, and playing girly or childish board games, usually giving him sass or backtalk. Cory sometimes uses her for his own advantages in return which she ends up finding out and uses against him. They end up resolving their situation at the end of each episode having more respect for each other with the help of Chef Victor, Cory's father. According to a line in the episode Mall of Confusion, Sophie and her family are from Sacramento, California. In the Wish Gone Amiss Weekend special (During the "Cory's Wish" scene), she was the main antagonist because Cory was always shirking his responsibilities. Sophie is similar to Stanley in That's So Raven, as they both get on Cory's LAST nerves and they both get him into trouble. In one episode, she got grounded because she and her friend Tanisha were dressed inappropriate at Haley's birthday party, and in another, she blackmailed Cory.
Victor Baxter
Victor Baxter (Rondell Sheridan) is the new chef at the White House. He is Cory and Raven Baxter's father. He often resolves conflicts between other characters although he often conflicts with Samantha Samuels. A running gag is that he often embarrasses himself by misinterpreting what people say to him. Example: When the president asked him what he thought of the tour guide outfit (an outfit which included a skirt), Victor said that he would have to shave his legs, but he would wear it if the president said so. He also often says "I'll go pack..." when Cory gets in trouble, and another of his catchphases is "Here comes the pain..."
President Richard Martinez
President Richard Martinez (John D'Aquino) is the President of the United States and Sophie's father. He always gives Cory some advice like in the episode "New Kid In Town". He often does his catchphrase by looking in the camera (thus breaking the fourth wall) and saying "The President of the United States". He also tries to be funny and tells jokes that are often humorless like in the episode "A Rat By Any Other Name" And in the episode "Nappers Delight". He often counts on his assistant Samantha Samuels in some cases like in the episode "Just Desserts" and the episode "I Ain't Got Rhythm". His actions as president are very serious although sometimes he may conduct in some childish behavior. He usually enters the scene whistling Hail to the Chief.
Samantha Samuels
Samantha Samuels (Lisa Arch) is President Richard Martinez's Personal Assistant. She is very strict and likes things fit to the President's needs. She hates Cory's schemes in which he tries to make money, which end up involving the President. Chef Victor affectionately describes Samantha as "overly stressed". She likes bird calls, and can do them better than the President. Samantha does however have a soft side which she showed to Sophie during her slumber party in "I Ain't Got No Rhythm" as it was her first one and she was ecstatic. Sophie sometimes assigns her to do her homework. It is revealed in The Presidential Seal that Samantha has heterochromia, when she said that she only had one grey eye.
Jason Stickler
Jason Stickler (Jake Thomas) is one of Cory, Newt and Meena's classmate and enemy, Stickler has a crush on Meena and often disguise himself. His father is a C.I.A agent, that is why he has many gadgets.
Recurring characters
Candy Smiles
Candy Smiles (Jordan Puryear) is a girl who attends Washington Prep and has a 4.0 Grade Point Average. She hates the lack of pep in the school in the in Smell of School Spirit. She went out with Cory a couple of times and in "We Have No Chemistry" they share a kiss. She is also best friends with Meena and has a black belt in karate revealed in We Have No Chemistry. She also tutored Cory in Chemistry because he was about to go to summer school. She went out with a guy named Juan Carlos making Cory jealous in "Macho Libre". She has also been to Mexico and likes Mexican things.
Tanisha
Tanisha (Zolee Griggs) is a bratty, spoiled 4th grader who is one of Sophie's classmates. As claimed by Sophie, she is the most popular girl in her class. She has a similarity to Muffy's little sister, Buffy from the TV Show, That's So Raven. She is one of the Sunshine Girls with Sophie. Tanisha cheated her way to being class president by fake crying. She appears in several different episodes. However, in some episodes it can be questioned that Tanisha and Sophie are friends, even though at first she seemed like Sophie's enemy. In I Ain't Got No Rhythm she nearly left Sophie's sleepover because she did not like Samantha.
Haley
Haley (Brianne Tju) is one of Sophie's best friends. She hates school or any kind of work. Haley's mom also taught her that you should talk to people behind their backs when you don't like them (which is shown in the episode 'Making The Braid'). Haley is a Sunshine Girl, like Tanisha and Sophie. She also really likes ice cream, and was part of Sophie's singing group "The Pink Cupcakes" along with Tanisha. She can also be described as somewhat high-strung.
Minor characters
- Ambassador Raum Paroom (Marcelo Tubert) - Bahavian Ambassador and Meena's father. He is a strong believer in old Bahavian legends and is accustomed to use the old traditions in everyday life. He used to disregard Cory and Newt because of their ways and culture, but he changed after listening to their band and became more open to the American culture.
- Craig Berkowitz (Jarron Vosburg) - Meena's crush and the ex-captain of the school polo team. His parents own the Purple Lobster and an ice-cream parlor right across from the Purple Lobster. A bit later Meena and Craig start dating.
- Humphrey - The president's faithful Basset Hound. The president also claims that Humphrey could lick his hand all day. Humphrey is also known for eating strange foods and having a problem with passing gas.
- Ronald the Head Steward (George Takei) - Chef Victor's waiter. According to the episode "Air Force One too Many" he commented to Chef Victor that he was a waiter "long enough to know that chefs and presidents come and go, but Ronald ain't going nowhere".
- Becky (Kate Micucci) - The manager of "Cheese in a Cup", a fast food restaurant, in a nearby mall, where President Martinez is mistaken for an employee while he has temporarily lost his memory (in the episode "Mall of Confusion"). Later, Mr. President hires her to be Chef Victor's assistant in the White House kitchen.
- Alexander (J.R. Nutt) - The owner of the local juice bar called the Liberry. He speaks with an unusually high, squeaky voice, and is very skinny, and weak-looking. He frequently allows DC3 to play in his restaurant. Alexander thinks he is a good poet, and is usually interrupted by Sebastian who makes the drinks. He has a twin brother, named Nathaniel, who is two minutes older than his brother, and much more muscular than Alexander.
- Elizabeth Martinez (Sandra Cevallos) - The First Lady, and Sophie's mother.
- Sebastian - The smoothie maker at the Liberry. He is constantly yelled at by his boss. Sebastian has a running gag for blending smoothies when Alexander is talking.
- Ms. Flowers - Sophie's teacher at elementary school. She is seen in many various episodes. According to Samantha, she is a 'tough grader'. She has shown signs of hating her job, such as taking a break when she needs to grade papers. She sometimes expresses her personal life with her students, such as discussing her internet date. Also, she sometimes expresses signs of being lazy. But, according to her students, she seems to be a somewhat good teacher.
- Donna, The Tour guide (Amanda Tepe) - A brown-haired woman who has appeared in a few episodes. She is the White house tour guide. Her catchphrase is "No Way, No Way!". But she has said this upon seeing Sophie.
- Michelle Wallace - A wacky reporter who used to work for InTENse News. She makes words stray from the truth, and often gets the President into trouble. She was fired by putting a sham tape on the news.
- Dr. Vanderslyce (Amy Tolsky) - The principal of Cory's school. She asks Candy Smiles to coordinate the school cheer leading team, when Cory joins. Newt calls her "Dr. V-slice".
- Professor Uriah Dobbs - Cory's science teacher. He is the one that discovers that Jessica is the smartest girl in the country. He is so happy to have her, but dislikes Cory and Newt.
- Suzane Bushwick - A psychology professor who gives a conference on her book, Calm the Heck Down, at the White House. During the conference, Cory, Newt and Meena accidentally give her guests a wrongly-cooked dessert that explodes, which makes her angry.
- Raven Baxter (Raven) - Raven guest starred in "That's So in the House" when President Martinez decides that new uniforms are needed for the White House tour guides. Raven designed the uniforms, but is unable to show them to the President. She gets Cory to pose as her and show the President the uniforms. In the end the President decides to keep the old uniforms; so Raven never gets the prize money.
- Tanya Baxter (T'Keyah Crystal Keymah) - She is frequently mentioned in the show. In the third season of That's So Raven, she left to study law in England. The creators are trying to plan an appearance in later episodes.
- Cesar Hernandez - A boy in the crowd on the episode "Macho Libre"
- Stanley (Bobb'e J. Thompson) - A young child who scammed Cory and Eddie back in That's So Raven, he temporarily joined the "Up With Goodness" group, feigned an ankle injury, and tried to swipe the Presidential Medal from President Martinez by stealing Corey's Young Businessperson of the Year Presentation. After being exposed, he was chased out of Washington D.C. by Cory, Newt, Meena, and a large group of people. He also has a fear of skeletons. He was later shown to be part of the "Good Behaviors" an all girl group.
- Lionel - Cory's pet rat. Cory gave him to Sophie after his friends made fun of him for owning a rat. Sophie made her a girl, and named her Jasmine.
- "The Juicer" -( Dan Mott ) Cory's old bully from the middle school he attended. "The Juicer" only appears on the episode "And the Weenie Is...". No one ever finds out the Juicer's real name. The Juicer comes to Washington "Unexpected AND uninvited" wanting a simple surprise birthday party from his old friend. In the end, Cory stands up to the Juicer and the Juicer says, "You've come a long way wee... I mean buddy."
- Al - Sophie's bodyguard. He has never actually spoken in the show except in "peace love and misunderstanding" when he talks to sophie and once spoke in the crossover "Take This Job And Love It." It is also mentioned that he never gets to go home, implying that he has a room in the White House.
- "Saruza" - A Dublinian girl , she is Cory's friend , but she despises Meena because she is Bahavian. But later the both forgive each other.
- "Kimberly" - (voiced by Madison Pettis) - Cory never knew that Kimberly was actually Sophie playing a prank on him. When Cory found out, he gave Sophie consequences.
