Manual Rate

Standard published price of a periodical; also called basic price. There is usually a basic rate for single copies as well as for one-, two-, and three-year term subscriptions. Special rates not available to everyone at all times cannot be considered basic rates, according to audit bureau of circulations rules. The Bureau also requires that the selling price of a periodical must be at least half the basic rate to be considered paid circulation. This assures advertisers in the periodical that persons included in paid circulation counts really want to read the periodical. See also abc statement; advertised price.
