The Silver Line is a bus rapid transit line which operates between El Monte Bus Station, Los Angeles Union Station, Downtown Los Angeles and the Harbor Gateway Transit Center. The 26 miles (42 km) line is one of two Metro Liner Lines in the Metro Liner system. The other line is the Metro Orange Line. The Metro Silver Line uses High-occupancy vehicle lanes on the El Monte Busway and Harbor Transitway and connects with the Metro Rail and Metro link commuter rail systems. It is operated by the Los Angeles County Metropolitan Transportation Authority and entered service in 2009. Much of the route is being converted to high occupancy toll (HOT) lanes and improvements are being made to the 9 busway stations are being made as part of the Metro ExpressLanes project.

Description

The service runs west from the El Monte Station in El Monte to Union Station using High-occupancy vehicle lanes (HOV lanes) on the El Monte Busway. From there it heads south along general purpose streets through downtown Los Angeles, joins the Harbor Transitway using HOV lanes for the final section to the Harbor Gateway Transit Center which is in the city of Harbor Gateway. The Harbor Gateway Transit Center is also close to the city of Carson. It stops at 9 busway stations along the busway sections serving the California State University, the USC Medical Center, University of Southern California. It also calls at a number of bus stops in the downtown area where it connects with other Metro Rail services and connects with mainline rail services from Union Station. The Silver Line does not have all the features of the Orange Line at all stops. The street stops on the Metro Silver Line (mostly the portion through downtown Los Angeles) lack the full station features of the Metro Orange Line. Prepaid boarding through ticket vending machines is not available at those stops. The Metro Silver Line replaced the express and downtown portions of the 444, 446/447, 484 and 490 when it began service on December 13, 2009. The Metro Silver Line was the only line in the Metro Rail/Liner system that did not have an opening ceremony with free rides offered to the public. The line gets its color from the El Monte Busway route color. The bronze color was also consider, but it was removed for a further color for a future rail line.

The service is operated with 45-foot (14 m) buses in a silver scheme branding the Metro Silver Line.[3] All of the 41 NABI buses used on the Metro Silver Line were formely used on Metro Local Line 902, which was canceled in June 2011.The line is internally known as Line 910 or Dual Hub BRT.[4]

Station Design

The Metro Silver Line serves a combination of stations and street stops. The Metro Orange Line only stops at its own Orange Line stations. On the other hand, the Silver Line stops at 9 shared used busway stations on the El Monte Busway and the Harbor Transitway. These busway stations are not completely dedicated to the Metro Silver Line since other Metro Express Lines stop at the stations as well. There are also 9 street stops. All 9 street stops are also served by other Metro bus services. Some of the street stops have no bus shelters. Four of the street stops in Downtown Los Angeles are served in one direction. In Downtown LA, the Silver Line splits its service route for 4 street stops. These street stops are served by northbound buses on one street, while southbound buses are served on another nearby street. For example, the street stop at Figueroa/ Olympic is only served by Silver Line buses heading northbound to El Monte Station, while the nearby southbound street stop is located at Flower/ Olympic. The stop at El Monte Busway/Alameda (Union Station) is not a station, but like a street stop. Metro still considers it as station for the Metro Silver Line. Eventually, the Silver Line will have a new busway station near the Patsaouras Transit Plaza, as part of the Metro ExpressLanes project which is estimated for completon in June 2014. None of the Silver Line stations are equipped with ticket vending machines. In contrast, every Orange Line station has ticket vending machines for faster boarding. Many of the Silver Line stations were constructed nearly 20 years ago. When the Metro Silver Line began service, the busway stations on the El Monte Busway and the Harbor Transitway were simply re branded as Metro Silver Line stations. No metro plyon signs have been placed on the Metro Silver Line stations as of today. Every other LRT & BRT line (Red, Purple, Green, Blue, Orange, Gold and Expo Lines) all have station plyon signs at their stations. It has been nearly 2 years since the inception of the Metro Silver Line and station signs and way finding are out of date. Metro has recently approved proposals to revitalize the Silver Line stations and improve wayfinfing as well as adding art to their stations[5]. Metro is expected to upgrade all of the Silver Line stations by December 2014.

Hours of operation

Metro Silver Line buses run between approximately 4:15 am and 1:00am daily.[6] First and last bus times are as follows:

To El Monte Station

Northbound to Downtown Los Angeles and Eastbound to El Monte Station

To Harbor Gateway Transit Center

Frequencies

Service operates every 5–10 minutes during the peak period, and every 15 minutes during the midday on weekdays. On Saturday, service operates every 20 minutes to El Monte and every 40 minutes to Artesia Transit Center, and on Sunday service operates every 30 minutes to El Monte and 60 minutes to Artesia Transit Center. Night service operates seven days a week at 30-60 minute headways. During peak hours and weekends, only half of all buses operate between Artesia Transit Center and 7th Street/Metro Center. The last Silver Line bus leaves each terminus at approximately 12:55 a.m., which is later than all Metro Rail lines. Other Metro Rail and Metro Liner routes do however have headways of no greater than every 20 minutes. In the long term, service could be upgraded to every 3 minutes during the peak period and every 10 minutes in midday. Funding for increased service will come from federal funds and congestion pricing charges.[7]

Ridership

When the Metro Silver Line began service on December 13, 2009, weekday ridership was around 7,000 passengers.[8] Most metro riders were not aware of the new Metro Silver Line service, since it did not have a opening ceremony, unlike the Metro Rail Lines and the popular Metro Orange Line in the San Fernando Valley.Ridership began growing after a few months. Most passengers who used the Foothill Transit Silver Streak have switched over to the Metro Silver Line since it has a higher on time performance than Foothill's Silver Streak. As of December 2011, ridership for the Metro Silver Line has increased around 61% ever since it first began service on December 13, 2009.[9] The on-time performance of the Metro Silver Line is now around 80%. Metro official believe that once the Metro Express Project is complete in late 2012, on-time performance should increase, It is believed that ridership has significantly increased due to the Silver Line's improved frequency as well as better awareness of the line. As of December 2011, the current weekday ridership for the Metro Silver Line ridership is 10,648.[2] Current Saturday ridership is 3,615,[2] while Sunday/Holiday ridership is 2,243.[2]

History

The route was originally scheduled to open in June 2009 but was delayed until December 2009 due to issues with funding and fare structure on other express lines using the transitways. It replaced Metro Express lines 444, 446, 447, 484, and 490. These lines have changed their numbers to 344, 246, 247, 194 and 190, respectively. Other routes on the transitways remain in operation.[4] In December 2009:

  • A number of existing services were simplified. The Silver line replaced Metro Express Lines 444, 446-447, 484 and 490 which previously ran on the Harbor Transitway and El Monte Busway. These lines have been rerouted to provide connecting service to the Silver Line and were given new route numbers. The changes are as follows:
    • Line 444 became Line 344, providing local service between the Artesia Transit Center and Palos Verdes Peninsula.
    • Line 446/447 became Lines 246/247 (Line 247 was replaced by restructured Lines 205 and 450 in June 2011), providing local service between the Artesia Transit Center and San Pedro.
    • Line 484 became Line 194, providing local service between Cal Poly Pomona and El Monte Station.
    • Line 490 became Line 190, providing local service between Cal Poly Pomona and El Monte Station.
    • Metro Silver Line provides connections to all Metro Rail lines, including the Gold and Red/Purple Lines at Union Station, Red/Purple and Blue/Expo Lines at 7th/Metro and the Green Line at Harbor Transitway Station.

As part of the Metro ExpressLanes project a number of changes were made in 2010/2011. In particular, the Artesia Transit Center was provided with CCTV security, new bike lockers and a new Sheriff substation. Other improvements were made to transitway stations with enhance signage, lighting and security at Park & Ride lots. Increase service frequencies on Harbor Transitway section with vehicles every 15 minutes middays and every 40 minutes on Saturday (Peak, evening, and Sunday service remained the same).

Work began on constructing the high occupancy toll lanes on the Harbor Transitway on August 7, 2011 with detours at night.[10]

High occupancy toll (HOT) lanes

The El Monte Busway and Haborfreeway sections will be converted to high occupancy toll (HOT) lanes as part of the Metro ExpressLanes project. This will initially be for a trial period only, but will be retained if it is successful in improving traffic speeds on the transitways.[2]

Work begain installing Fastrack transponders for the HOT lanes on August 7, 2011 with nightly detour takes place between 10:00 p.m. and 6:00 a.m.[10] The construction is expected to be complete by September 2012.[10]

Bus priority in Downtown Los Angeles

Transitway station improvements in progress

Changes are being made to a number of transway stations on the route as part of the Metro ExpressLanes project. In particular:[2]

  • The Harbor Transitway Station Improvements (Partly complete). Metro is hoping by July 2012 for installation of CCTVs and digital message signs at Harbor Transitway stations/parking lots.[10]
  • Build additional parking and installation of bike lockers (completed)
  • El Monte Bus Station Expansion (August 2012)
  • New transitway station at Patsaouras Transit Plaza at Union Station providing better access to bus, MetroRail, Metrolink and Amtrak services. (June 2014)

Daily Night Detour

From August 7, 2011, Metro Silver Line stations at 37th Street, Slauson, Manchester and Rosecrans will be closed during the designated period (10:00 p.m.- 6:00 a.m.) daily. Passengers at the Harbor Freeway/I-105 will need to board the Metro Silver Line at the Figueroa street entrance of the station (street level). The Metro Silver Line stop on the freeway level of this station is closed during the detour. During the detour, between 4:00 a.m. and 6:00 a.m. there are shuttles which run on Figueroa Street between 7th St./Metro Center & Artesia Transit Center. The shuttles begins at Artesia Transit Center & makes stops at Figueroa/ 182nd street, Figueroa/ Rosecrans, Figueroa/ Harbor Freeway Station, Figueroa/Manchester, Figueroa/ Slauson, Figueroa/ Exposition, Figueroa/ Adams & then the regular Silver Line stops until 7th St./Metro Center where the shuttles terminate. These shuttles will not charge for the service. Passengers can use these shuttles to connect to the nearest Silver Line stop. Moreover, Metro Express lines 450X, 460, & 550 will not serve the stations while the detour is in effect.[11] Metro Express lines 450X & 550 will only stop at Figueroa/ Harbor Fwy Station while the detour occurs. Metro Express line 460 runs nonstop between Downtown Los Angeles & Norwalk during the detour.

A temporary Metro Silver Line Shuttle runs on Figueroa Street between 7th St./Metro Center & Artesia Transit Center. The shuttle was implemented on a temporary basis due to the Metro ExpressLanes project construction which is scheduled for completion on September 30, 2012. The temporary shuttle was implemented to allows passengers to ride the shuttle near the Silver Line stations at 37th Street, Slauson, Manchester and Rosecrans when the stations are closed. This shuttle operates between 4:00A.M. - 6:00A.M. There are 2 northbound shuttles during the time period and 4 southbound shuttles. The shuttles begins at Artesia Transit Center & makes stops at Figueroa/ 182nd street, Figueroa/ Rosecrans, Figueroa/ Harbor Freeway Station, Figueroa/Manchester, Figueroa/ Slauson, Figueroa/ Exposition, Figueroa/ Adams & then the regular Silver Line stops until 7th St./Metro Center where the shuttles terminate. These shuttles do not charge for the service. Once construction of the Metro ExpressLanes project ends, the shuttle will no longer operate.

Metro Silver Line received 41 CNG (Compressed Natural Gas) – powered 45-foot (14 m) buses which were built by North American Bus Industries at the company’s facility in Anniston, Alabama. The buses were received to Metro in May 2009. These buses were painted in a silver paint.[12] Nearly all of the buses were first used for the Metro Local Line: 902, which was supposed to relive ridership of the Metro Orange Line. Metro Local Line 902 was canceled in late 2011 due to its poor ridership and excessive duplication with the Metro Orange Line. These buses were provided when Line 902 in the San Fernando Valley was cancelled. When Metro Local Line 902 was canceled, all 41 NABI buses were moved to Metro's San Gabriel Valley bus division 9 in El Monte. In June 2011, most of the buses were wrapped to brand the Metro Silver Line.Though the Silver Line is part of the Metro Liner system, the Silver Line buses do not have the "Metro Liner" name and dark gray livery. As of December 2011, all 41 45 feet Compost NABI buses are painted in Metro Silver scheme. The buses say "A faster way to Downtown: Metro Silver Line." Only the bus #8452 which belongs to Metro's South Bay Bus Facility (Division 18), is in the Metro Local livery, but is used for the Metro Silver Line. During weekday rush hours, a few NABI 40-LFW buses (Metro Local) are used for the Metro Silver Line.

Operations

All Silver Line buses operate from Division 9, adjacent to the El Monte Station terminus. When the Metro Silver Line began operation on December 13, 2009, the line was also operated by Division 18. On June 2010, the line was completed turned over to Division 9 to completely operate the line.

Incidents

As of today, the Metro Silver Line has never involved one of its buses in an accident. However, one incident occurred at one of its stations. The incident occurred at the Harbor Freeway Station. On February 22, 2012 an incident occurred on the northbound Metro Silver Line platform during the afternoon. A vehicle struck the northbound platform of the Silver Line. The Metro Silver Line bus was not hit by the private truck when it was entering the station.There were 7 passengers who were about to board the Silver Line bus to Downtown LA as a vehicle struck the platform.[13] The 7 passengers received critical and serious injuries.[14]. It took around 2 hours to clear up the scene. During the incident, the Metro Silver Line, Metro Express Lines: 450X and 550 were detoured to stop at Figueroa Street/Harbor FWY station entrance. There has never been an incident on the Harbor Transitway ever since it first opened on June 1998. As a result of the incident, Metro's CEO: Art Leahy asked Metro's safety committee to review the station layout and signage of the Silver Line stations on the Harbor Transitway portion.
