The Mississippi River Commission (MRC) is committed to the Big River. Established by Congress in 1879 following heavy flooding and widespread damage, the MRC recommends policies and work programs, researches potential flood-control and navigation projects, conducts inspection trips, and holds public hearings. The commission is concentrated on three activities: general investigations for needed improvements, construction of new facilities, and maintenance. Work is carried out by six Army Engineer Districts in St. Paul (Minnesota), Rock Island (Iowa), St. Louis, Memphis, Vicksburg (Mississippi), and New Orleans.
