Moving parts are parts of a device that are in motion. This is different compared to static parts which are parts that are not in motion. Moving parts do not include any moving fluids, such as fuel, coolant or hydraulic fluid. Moving parts also do not include any mechanical locks, switches, nuts and bolts, screw caps for bottles (the cap used to cover a water bottle when not in use) etc.
Although static parts are at rest and do not move there is significant quantum mechanical action that takes place at the atomic level. The electrons at the atomic level are in a constant state of motion.
