The National Human Rights Commission (NHRC) of Nepal was established as an independent body in 2000. The country has since displayed a poor record in human rights [2]. During 2005, Sushil Pyakurel, an NHRC Commissioner, was barred from his monitoring work and left the country [3]. In 2007, the appointment of new commissioners was welcomed internationally as a sign of progress.[1]
