National Security Action Memoranda
A system of documents that was institutionalized by President John F. Kennedy to replace the National Security Council paper policy. President Lyndon B. Johnson also used this system. The memoranda included instructions to government departments, communication of policy decision, and requests for specific information or for studies on a range of issues. It was replaced by the National Security Study Memoranda and the National Security Decision Memoranda.
