Shah is a self-employed architect.

Shah joined the Labour Party in 1977 and was first elected to Harrow Council in 1994 for Kenton East ward. In 2004 he became Council leader, becoming Leader of the opposition in 2006. He served as a Harrow representative on the London Fire and Emergency Planning Authority (LFEPA) and in turn represented LFEPA on the Local Government Association's Urban Commission.[1]

He was elected as a member of the London Assembly at the 2008 assembly elections, taking the constituency seat of Brent and Harrow, beating Conservative incumbent Bob Blackman. He continued to serve on LFEPA, now as an Assembly Member, and also sits on the Metropolitan Police Authority, the Audit Panel, the Health and Public Services Committee and the Planning and Spatial Development Committee.[2]
