Norma MacMillan (15 September 1921 – 16 March 2001) was a Canadian voice actress.

Her roles included "Sweet Polly Purebred" in Underdog, Davey in Davey and Goliath, and the title roles of Casper the Friendly Ghost and Gumby. She also voiced Caroline Kennedy and John F. Kennedy Jr. on the comedy album The First Family.

MacMillan was the mother of Alison Arngrim who played "Nellie Oleson" on Little House on the Prairie.
