An organization created in 1991 to establish a partnership and forum for dialogue on political and security-related matters between NATO countries, Central and Eastern European and Baltic states, and the former Soviet Republics. The council's first meeting was held on December 20, 1991, and attended by twenty-five countries. Georgia and Albania joined in April and June 1992, respectively.
