The Northwest Power and Conservation Council focuses on developing a 20-year regional power plan and fish and wildlife program for the Northwest, including Idaho, Montana, Oregon and Washington. It helps protect fish and wildlife in the Columbia River Basin affected by hydropower dams. The Council also makes it a priority to conserve energy and use renewable sources for power such as wind and solar resources. The Northwest Power and Conservation Council, formed under the Northwest Power Act of 1980, has an annual budget appropriation of about $9 million.
