Nuclear material refers to uranium, plutonium and thorium in any form, according to the IAEA. This is differentiated further into 'source material', consisting of natural and depleted uranium, and 'special fissionable material', consisting of enriched uranium, uranium-233, and plutonium. Uranium ore concentrate is considered to be 'source material', although it is not subject to safeguards under the Nuclear Non-Proliferation Treaty.[1]
A given state may apply different definitions; in the United States, 'nuclear material' most commonly refers to special nuclear material (SNM) as defined in the Atomic Energy Act. Special nuclear materials are plutonium, uranium-233 and enriched uranium.
