On demand has been in use for many years to denote something that is available to those who want it when they want it, and in recent years has been used notably in the context of abortion

(He proved himself out of touch over the economy and by opposing abortion on demand—Today, 1992).

Its consolidation into a combining form has burgeoned in the context of the telecommunications industry, where we have video-on-demand, listen-on-demand, news-on-demand, etc.
